Question: Can a youth get in contact with their birth parents post foster care?

Yes. Youth may have had parental rights severed through the courts while in foster care, but once they reach legal age, they are able to make the decision for themselves of what contact they want to have with their birth parents and birth family. At 18, they are legally an adult and no longer a ward of the state (unless they voluntarily decide to stay in foster care), giving them the ability to make their own decisions about the connections they keep in their lives.
