Question: I want to foster but, I am in the middle of buying a new home. Can I at least start the process?

Yes! The only area that this really affects on your fostering journey is your home inspection. When you get to the end of your PS-MAPP training and it comes time for the home inspection, you can make the decision to hold off until you move to your new home if the timing is close or you can get your current home inspected and then your licensing agency can order a new home inspection once you move. Keep in mind every child you foster needs their own bed and their own space (closet or drawers) to put their personal belongings. You will just need to show that you are meeting the OLR requirements in your new home.
